What is the Earned Income Tax (EIT)?

Employers are required to complete the Residency Certification Form for each employee in order to compare the “Total Resident EIT Rate” (for the city where the employee lives) to the “Work Location Non-Resident EIT Rate” (for the city where the employee works). Employers must withhold the higher of the two EIT Rates, as well as the Local Services Tax (LST), and make remittances to the local tax collector(s) for the worksite location(s).

What State Payroll Taxed Apply to Pennsylvania?

  • New Employers: All employers must register with the Pennsylvania Department of Revenue and the Pennsylvania Department of Labor & Industry.
  • State Income Taxes: Employers must pay income taxes for Pennsylvania employees to the Pennsylvania Department of Revenue.
    • Pennsylvania employers contribute a flat income tax rate of 3.07% per employee.
    • There are no additional city or regional income taxes.
    • There are some exceptions: household and agriculture workers do not need payroll taxes withheld.
  • Earned Income Tax (EIT). Employers with business locations in Pennsylvania must withhold and remit the local Earned Income Tax (EIT) and Local Services Tax (LST) on behalf of their employees working in Pennsylvania.
  • Unemployment Insurance Tax: All enterprises providing full and/or part-time employment to one or more workers must register with the Department of Labor & Industry, Office of UC Tax Services. Employers are responsible for withholding unemployment taxes in Pennsylvania for employees earning over $10,000 in 2021

What is Pennsylvania Unemployment Insurance Tax?

Unemployment Insurance Tax (UI) is a federal program that provides temporary payments to unemployed workers whose employment status is not based on their own actions. Pennsylvania’s unemployment operation is run by the Pennsylvania Department of Labor & Industry. Rates range from 1.2905% to 9.933%. New employers pay a flat rate of 3.689%.

Am I Required to Register for Payroll Taxes in Pennsylvania?

If you operate a business and employ one or more employees, you must register as an employer with the Pennsylvania Department of Revenue for an Employer Account ID and the PA Department of Labor and Industry for an Unemployment Compensation (UC) Account Number.

Does Pennsylvania Require an Employer Payroll Tax Account Number?
